Government approves 10 GWh ACC Battery Storage Plant under PLI Scheme to Reliance Industries

With a budgetary outlay of Rs 3,620 crore, announced on January 2024, the Ministry received bids from seven companies

Reliance Industries Limited recently secured 10 GWh Advanced Chemistry Cell (ACC) Battery Storage Plant under the Production Linked Incentive (PLI) scheme.

Amongst the bids received by seven companies, the Union Ministry of Heavy Industries (MHI) of India announced Reliance Industries as the successful bidder. The seven bidding companies included ACME Cleantech Solutions Private Limited, Amara Raja Advanced Cell Technologies Private Limited, Anvi Power Industries Private Limited, JSW Neo Energy Limited, Lucas TVS Limited, Reliance Industries Limited, and Waaree Energy Limited, for a total capacity of 70 GWh.

In accordance with the RPF requirements, six amongst the seven bidding companies were shortlisted for financial evaluation. A global tender process was conducted through the CPP portal of the Government of India for technical evaluation. The financial bids for the qualified bidders were opened on August 2, 2024.

Based on their combined financial and technical scores, the final evaluation was conducted through the QCBS mechanism. The remaining five companies were placed on a waiting list in order of their ranks as following: ACME Cleantech Solutions Private Limited (Waitlist 1), Amara Raja Advanced Cell Technologies Private Limited (Waitlist 2), Waaree Energy Limited (Waitlist 3), JSW Neo Energy Limited (Waitlist 4), Lucas TVS Limited (Waitlist 5).

The PLI scheme under the National Programme on Advanced Chemistry Cell (ACC) Battery Storage was sanctioned by the Cabinet in May 2021. It aims to achieve a manufacturing capacity of 50 GWh of ACC, with a budget sum of 18, 100 crore.

Three firms were allocated a total of 30 GWh capacity after the conclusion of the first bidding round in March 2022. The agreements were signed in July, 2022. The PLI ACC scheme aligns with the Honourable Prime Minister, Narendra Modi's vision of Atmanirbhar Bharat.
